There are fears that frontline health services could be under threat, with the HSE seeking to make more savings from the Haddington Road Agreement.
Senior HSE management are meeting with unions tomorrow to discuss plans for new measures, which could include longer hours for no extra pay.
The Health Service has already told the government there's likely to be a €78 million shortfall on the €290 million target set for savings this year.
