The Government Chief Whip says she thinks the Cabinet will be told that a Bill on abortion in cases of fatal foetal abnormality is unconstitutional.

The Dáil is due to debate the Bill - being proposed by Independent TD Mick Wallace - which would allow for the termination of pregnancies in cases of fatal foetal abnormalities.

The Bill comes as a Citizens' Assembly is due to be established to examine and debate whether or not the 8th amendment to the Constitution should be repealed.

Regina Doherty says she thinks Deputy Wallace's proposed Bill will be deemed to be in conflict with the 8th amendment.

"I want the resolution passed to establish the Citizens' Convention so that we can get that discussion, get the report back to Government [...] and let us decide whether we want to have a referendum or not," she said.

Meanwhile, Independent TD Clare Daly says that the conditions under which abortions would be allowed are still very strict under this Bill.

Speaking to Newstalk Breakfast, Deputy Daly explained: "It's basically a condition where the foetus has no chance whatsoever. It is not in any way referring to a disability or anything like that.

"It's incredibly restrictive, but it is a medical term I suppose - we're dealing with a foetus that's going to die either during the pregnancy or immediately upon being born," she added.
