Wicklow County Council will have its sentence for health and safety violations relating to the death of 2 firefighters finalised in October.
Father of 15 Brian Murray and 26-year-old Mark O'Shaughnessy lost their lives fighting a blaze at a disused ink factory at Adelaide Villas on September 26th 2007.
Two lives were lost in the line of duty in a blaze one fire fighter at the scene compared to a 747 plane crash.
46-year-old Brian Murray and 26-year-old Mark O'Shaughnessy died inside the disused factory in Bray trying to stop the blaze from spreading.
Last month Wicklow County Council pleaded guilty mid trial to 3 safety violations in relation to training, an outdated safety statement and in coordinating a timely response to the blaze.
The court has been told by the defence that these were not deliberate breaches and that they did not lead to the deaths of the 2 men.
The maximum fine Judge Des Hogan can impose is €3 million but he is being asked to factor in the duty of the county council to provide public services on a budget that has been slashed by nearly a third in the last 5 years.
