The Taoiseach says the issues causing difficulties, anxieties and concerns for people - over water charges and Irish Water - have been fully addressed.
Enda Kenny says the Government has listened to the voice of the people and acted on what it has heard.
He says he hopes people will reflect on the fact that the Government admitted it made mistakes but has been big enough to rectify those mistakes.
Yesterday, the Taoiseach announced that Irish Water will set up a "people's forum" to deal with public concerns.
Enda Kenny explained the new forum in the Dáil ahead of the official announcement of the new regime of water charges.
He stated the forum will make sure that Irish Water listens to the public, and that the public will trust the utility company.
