14% of rape victims who reported attacks to gardaí last year felt they were treated in an insensitive manner.
The Rape Crisis Network Ireland (RCNI) annual report for 2013 shows that of the 2,200 people who attended clinics, 571 made complaints to gardaí.
Around one in seven of the victims say their reports were not taken seriously, adding that the gardaí were dismissive, disinterested and unsympathetic.
Dr Clíona Saidléar is the acting director of the RCNI.
She told Newstalk Lunchtime that untrained gardaí should not have been put in charge of cases involving sexual violence.
