The Deputy Head of the Central Bank says solving the mortgage arrears crisis is a top priority.

Financial regulator Cyril Roux says the failure to solve the crisis is holding up a full economic recovery.

He says both banks and borrowers need closure about what is going to happen in cases where they simply cannot afford to repay their loans.

And he says both the Central Bank and the Troika is keen to solve the problem:
