Flight attendants on a plane which crashed in San Francisco killing two people say they were initially ordered NOT to evacuate the aircraft.
They've told investigators they only started helping people off a minute and a half after it came down when a fire was spotted outside the plane.
Deborah Hersman from the National Transportation Safety Board says the evacuation was too slow:
