The suggestion comes following the release of the Expert Advisory Group's report on ‘Early Years Strategy’, looking at ways of improving children’s quality of life and development from the earliest stages. The suggestion would bring Irish leave up to UN international targets, and the group would like the changes made within the next five years. There has also been a recommendation to implement a week of paid paternity leave.

Currently, mothers are entitled to 26 weeks of maternity leave, together with 16 weeks additional and optional unpaid leave. Women on maternity leave are entitled to Maternity Benefit, covered by PRSI, for the first 26 weeks, although the amount the woman is entitled to is dependent on earnings and an employer’s payment during the leave.

Legally, employers are not entitled to pay employees during maternity leave, although some will do so depending on the agreed contract and terms of employment.

There are many arguments for and against increasing the length of maternity leave. Many proponents of increasing leave suggest that a mother’s constant presence will be extremely beneficial during the early development of a child, as well as having many positive health effects for the mother.

However, critics suggest it could increase the stress on employers required to fill roles for extended periods of time. It could even limit a woman’s career opportunities, with some commentators observing that businesses might be dissuaded from hiring women, despite such situations going against existing equality legislation.
