The HSE is being asked to revisit plans to centre GP care in Primary Care units around the country.
80 facilities are due to be established in the coming months - in addition to those already up and running - however the National Association of General Practitioners says we need to rethink their function.
The body says instead of being new GP practices in a community - they should be used to carry out routine testing so that patients can get a higher level of care quickly.
CEO of the NAGP Chris Goodey says it would cut down on waiting times at hospitals: "That will resolve a lot of problems, because that will stop patients being sent into emergency departments, because GPs will be able to make decisions in a timely manner."
