Concerns are being raised that the findings of the O'Higgins commission won't change how the Garda force is run.

The inquiry into allegations of Garda malpractice found no evidence of wrongdoing on behalf of the former Justice Minister Alan Shatter, or former Garda Commissioner Martin Callinan.

The investigation was sparked after whistleblower Sgt Maurice McCabe, who was vindicated in the report, raised concerns about a number of issues.

Brendan Keenan, columnist with the Sunday Independent told the Sunday Show with Shane Coleman on Newstalk, that the findings confirm reform is lacking in An Garda Siochana.

"These young Guards had no supervision, so clearly those supposed to be supervising them failed. But it doesn't say why - very few whys.

"This is a police service that isn't operating properly, and hasn't done... for many years."
