The Finance Minister Michael Noonan says the aim of the Budget is to create an economy which will attract emigrants home.
Mr Noonan was speaking on his way into the Cabinet meeting this morning, ahead of his speech to the Dáil this afternoon.

He would not comment on anticipated water charge relief for low and middle families - but said spending cuts and tax increases are not on the agenda.
Mr Noonan says the aim is to strengthen the economy, which is on the road to recovery.
