New guidelines on personal insolvency will be published later today setting out a reasonable standard of living for those availing of debt settlement.

Leaked details of how the service will assess a family's financial situation caused a storm of controversy last month when it was suggested women could be forced to give up their jobs if they earn less than their childcare costs.

The Taoiseach was forced to intervene after claims the rules are anti family and anti employment.

Leaked documents also suggested that the Insolvency Service of Ireland considered allowing a single person just €29 a week for “social participation”, while people who live close to a public transport network may be forced to sell their cars and be given a monthly allowance of €136 to spend on public transport.

However, the Department of Finance recently said that it was  “anticipated that some changes/additions will be made” to the draft guidelines prior to publication.

The guidelines will be launched today at 2.30 this afternoon by the Minister for Justice Alan Shatter the Director of the Insolvency Service Lorcan O'Connor.
