A budget advisory council is warning that "adverse shocks" to the economy in the coming years are inevitable.
However the Fiscal Advisory Council says the Irish economy is still growing rapidly and looks set to continue at a rapid pace.
In its latest pre-budget advice, it says the Government should stick to its existing plans for the budget and fund any extra spending through tax increases.
