The husband of murdered Irish woman Jill Meagher has gone public with e-mails he sent to the Adult Parole Board in Victoria slamming them for negligence. In them Tom Meagher challenges the body to answer why his wife's killer remained free despite breaking his parole conditions.

Adrian Bayley was on parole at the time he raped and murdered the Louth native in Melbourne last year.

ABC News quotes his first e-mail on June 24th saying "nobody within your system has the guts to offer an explanation or apology for your negligence".

He also put to the board 5 questions, including asking what kind of risk assessment process the board undertook "when considering parole, in particular, what were the criteria for the release of Adrian Ernest Bayley?".

In another sent another 5 days later he accuses the board of 'pouring rapists and murderers' on to the streets and says that their silence speaks volumes.

"I can see the vigour you put into capriciously pouring rapists and murderers on to our streets does not extend to responding to victims of your incompetence" he said.

Meagher was raped & murdered by a man who was out on parole

ABC says the Board is investigating why the two e-mails were not dealt with promptly and that it usually responds within 24 hours - but that these were caught up in its spam filter.

Meanwhile the police chief in the state of Victoria has joined a growing number of critics of the parole board, saying it is a broken system in need of major repair.

Chief Commissioner Ken Lay says the adult parole board has significant issues. "Something needs to be fixed" he told ABC, saying he felt it was 'broken' and would be a challenge for government to address.

His comments come as victims of crime join together in blasting the board's handling of offenders with at least a dozen murders committed by criminals on parole in recent years.
