Irish Water has proposed only leaks in properties which are losing almost 53,000 litres of water per annum, or six months household usage, could avail of its first fix free scheme.
The Commission for Energy Regulation has a consultation paper out on the matter, in which Irish Water also says it plans not to be liable for the cost of repairing or re-instating high quality paving which could be damaged during maintenance.
Paul McGowan, Commissioner with the Commission for Energy Regulation, spoke to Lunchtime today about the issue.
"This is in fact Irish Water offering a scheme which goes beyond their remit essentially so it's very important to recognise that.
"It also is important to recognise that it does give effect to the government announcement in May 2014 that a free first fix leak repair scheme would be put in place."
