The Labour Relations Commission will issue recommendations this morning aimed at avoiding a strike by hundreds of workers at South Dublin County Council tomorrow.
Discussions involving the council and the IMPACT trade union adjourned last night.
Hundreds of workers have threatened a one day action tomorrow unless a deal is reached.
They are set to down tools today in a row over pay cuts. It could see Tallaght and Clondalkin civic offices - as well as seven libraries - closed.
Staff in water, drainage and other services may only respond to emergency call-outs.
The dispute has resulted in a one day strike on June 24th.
The union says management has reduced 13 workers wages, with plans to cut the pay of 150 more. IMPACT claims the workers would still be expected to do the same work for lower pay.
Union spokesperson Niall Shanahan says pay cuts for staff are at the heart of the dispute. He says that action has affected many important services in the area.
