A damning new report by the Health Information and Quality Authority (HIQA) into another care home has been released today.

The practice of physically restraining clients at a centre in Co Meath for people with intellectual disabilities is being heavily criticised within the report.

An inspection carried out by HIQA shows a high number of frequent and intensive physical interventions and restrictive measures were used in the Redwood Extended Care Facility in Stamullen on a regular basis.

HIQA says it was notified of 772 such incidents in an eleven-month period.

The high level of restrictive practice and restraint used included locked doors - both internally and doors that exited the centre - and residents being confined to specific rooms, sometimes for significant periods of time.

Physical restraint included the enforced removal of residents to designated areas of the centre, and a number of staff physically holding residents in a position.

The owners of the facility are raising issues with the investigative process - and the means by which the findings have been brought into the public domain.

Local Fine Gael TD Helen McEntee says she is concerned by the findings of the HIQA inspection and queries what can be understood by the fact that many of the reported instances were given by the facility.

“A lot of it was self-appraisal, so obviously on both visits there were a number of instance recorded but the rest of the instances were actually given by the facility, self appraisals,” ms McEntee said.

“So we have to ask the question; Do the carers, does the facility actually think that’s appropriate behaviour? We saw one instance where a resident was restrained so much so that their face turned blue,” she added.
