The Garda Commissioner says he will do his best to protect the welfare of Gardai but he will not condone industrial action.
Martin Callinan is also rejecting claims that he is being used as a political pawn by the government.
Meanwhile the Justice Minister is calling on the Garda Representative Association (GRA) to embrace rather than resist change.
A ceremony took place at the Garda College today to mark the graduation 126 Garda Reserves.
It takes the number in the force to over 1,000.
The Justice Minister and the Garda Commissioner attended the event a day after the GRA passed a motion of no confidence in Alan Shatter over proposed cuts.
Possible lift on recruitment ban
The Justice Minister is meanwhile indicating that there could soon be a lifting of the recruitment ban on Gardai.
Alan Shatter says there are currently 13,400 officers and he is committed to ensuring that number does not fall below 13,000.
He says he will shortly be bringing proposals to his Cabinet colleagues to address the issue.
