Micheál Martin says he has handed the documents to the Department of the Taoiseach for full investigation.
The documents were obtained from Sergeant Maurice McCabe, the whistleblower garda who raised concerns about the management of the penalty points system.
The revelation comes as Justice Minister Alan Shatter prepares to appear before an Oireachtas Committee over his handling of the Garda Siochana Ombudmsan Commission (GSOC) bugging allegations.
It was also earlier announced that Mr. Shatter sacked the man he appointed in the gardaí for whistleblowers to go to with their concerns.
Micheál Martin says the claims of Sergeant McCabe need urgent consideration.
