Rex Tillerson gave his frank assessment at a news conference following two hours of talks with Russian President Vladimir Putin at the Kremlin.
Mr Tillerson, who has also had talks with Russian foreign minister Sergei Lavrov, admitted that US-Russian ties were at a "low point" amid Moscow's continued support for President Bashar al Assad's regime in Syria.
He said there was a "low level of trust" and "the world's two foremost nuclear powers cannot have this kind of relationship".

An article published in the newspaper last August "included false and defamatory claims" about her "which questioned the nature of her work as a professional model, and republished allegations that she provided services beyond simply modelling", the court heard.

Every family with a child under three-years-old is entitled to a universal payment of €12 per week from September under the government’s €19m Affordable Childcare Scheme which was announced last year.
The payment is for families availing of childcare by a Tusla registered childcare service – and is available to all income levels.
