Mr Kenny has told the Dáil it should help Traveller families have a better future with less negativity, exclusion and marginalisation.
The Taoiseach called it a "deep and personal issue", highlighting the long-running campaign from the Travelling Community in an effort to have their identity recognised.
He also said the statement aims to counter the stigma and shame felt by Travellers over the years.
"No one should have to hide their culture to be respected in society," he said. "I hope today will create a new platform for positive engagement with the government and the Travelling Community."

However, a planned work-to-rule next Tuesday by 30,000 nurses has not been deferred.
The INMO Executive Council also agreed at its meeting today that the outcome of talks will be considered at a further meeting which will take place next Saturday afternoon.

Emergency services are dealing with a multi-car pile up in Co Limerick in which one man was killed.
It's understood 12 cars are involved in the incident that happened shortly before 9.00 o' clock on the M7.
Gardai say the road is currently closed to traffic southbound, between Junction 27 Bird Hill and Junction 28 Castletroy.
It's not known at this stage if there are any injuries.
Gardai are currently at the scene.

The Transport Minister appeared before an Oireachtas committee today where he said he won't be sitting down with management and unions.
Unions are due to go on an indefinite strike from Monday - affecting over 100 thousand passengers daily.
Sinn Féin's Transport spokesperson Imelda Munster claims it's extremely irresponsible of the Minister to refuse to engage.
