After another day of talks, Greece is little closer to accessing any of its outstanding €7bn bailout funds. The country is due to pay €465m to the IMF on April 9th.

Bloomberg reports to have seen a 15 page draft reform document from the Greek government that focuses on taxing capital transfers and fighting tax evasion.

Subsequent reports say that new proposals will target wealthy Greeks, with new investigations into off shore bank accounts - new taxes on luxury goods, and a 'fat tax' on foods that are high in sugar. The Greek government has not commented on these stories.

A 18 point list of structural reforms was submitted by Greece on Friday afternoon (March 27th) - but they were lacking in detail. A spokesman for the German government said today that Greece is yet to give a firm list of reform proposals to its creditors.

Last week a spokesperson for the Greek Government promised to present detailed reform proposals by today "at the latest."

Greek prime minister Alexis Tsipras and his government face a difficult balancing act trying to satisfy the country's creditors while not implementing fresh austerity measures.

Reports from Athens suggest that divisions have widened within Syriza over the weekend as the government works towards more detailed proposals. Mr Tsipras still insists that he will not introduce more "recessionary measures."

Angela Merkel is in Helsinki today - addressing the media the she has said that she is not surprised by the fact that it is taking Greece so long to table more detailed reforms.

She likens that situation to dealing with Fine Gael and Labour after the last Irish General Election:

"We saw this in Ireland when a new government changed parts of the programme. But in the end the financial stability of the country must be restored. Greece is talking with the institutions now. We are waiting on these talks. And we will wait for the evaluation of the institution."

Dr Merkel adds that the Greek government has grounds to choose its policies - but she warns that "in the end the overall framework must add up."

Officials from Athens are negotiating with its creditors again today - Alexis Tsipras is due to give an update to the Greek parliament at 6pm GMT.
