Direct provision replacement to be 'operational' within Government's lifetime

A system to replace direct provision will be 'introduced and operational' by the end of this Government's lifetime.

That is the hope of Equality and Integration Minster Roderic O'Gorman.

He has also re-committed to publishing a white paper on replacing direct provision by the end of this year.

The report of the Day Commission, which will feed into and influence that white paper, is due to be published on Wednesday.

Minister O'Gorman told The Pat Kenny Show: "This Government has committed to ending direct provision, and that was a key commitment from the Green Party within the Programme for Government.

"The entire - all three parties - are absolutely agreed in achieving that.

"The Day Report, which is coming out today, was an expert group set up by the last government to explore ways as regards how to replace direct provision itself, how we accommodate people in the international protection process.

"But also looking at wider issues about actually improving the processing of people's applications so they're not stuck in the international protection process for three, four or five years.

"In the Programme for Government we committed to, by the end of this year, bringing forward a white paper - and in that white paper we're going to set out what the new model will look like of accommodation and how we get to that.

"So the Day Report is going to be a really important contribution towards the white paper."

He said work is underway across several different Government departments.

"Senior officials within my department, and within a range of departments, have already met to begin work on this white paper.

"The key thing is to ensure that we have a system that meets the dignity of people - thousands of whom are fleeing incredibly difficult situations, wars, persecution all over the world - and make sure they have a dignified existence while they're in the system here in Ireland.

"We'll set out the timeline in the white paper that we're bringing out before Christmas".

"It's my determination that the new system will be introduced and operational by the end of this Government".
