Legislation to allow the government take medical cards from over-70s has started its passage through the Oireachtas.
Around 35,000 people will lose the card due to new income limits but will be given a 'doctor only' card instead.
Minister Reilly says 20% who currently have a card will lose it. That is double what was announced on Budget Day.
But he says he is taking away medical cards from older people who can afford to give it up.
Coming only a day after the news that the cost of many health insurance policies would be rising next year, it is likely to prove even more controversial than before.
TDs will vote on the measure tomorrow afternoon.
