The future funding model of RTÉ will be decided “before summer recess” in the Dáil, according to the Arts Minister.

On The Hard Shoulder today, Catherine Martin admitted there will be a “tight timeline” to legislate a new funding model before a general election must be called in March.

It follows the publication of three reports commissioned by the Minister that contain 116 recommendations of change for RTÉ which the broadcaster has now agreed to accept.

Minister Martin said an exchequer-funded model is “worth revisiting” over the current TV license fee system.

“It works in other areas and in other countries,” she said.

“Last year more than half of spending on public service broadcasting came from the exchequer, €148m out of €271m.

“I think the exchequer already plays a significant role in funding public service media; TG4 are almost entirely exchequer funded – €56m last year and €57m this year.”

RTÉ funding model

The Minister batted away suggestions an exchequer model would lead to ‘runaway spending,’ similar to the health service.

“You would ring-fence an amount through recommendations from Coimisiún na Meán on a multiannual basis, that could be over five or six years,” she said.

“There would also be safeguards set in, with support including funding levels being established and recommended by the independent regulator.

“I don’t believe it would lead to ‘runaway’ spending, that’s not what we’ve seen in Norway and Sweden where they’ve brought this in.”

The Green Party Minister hopes to decide on a funding model for RTÉ by Dáil’s summer recess in mid-July and legislate it by the end of this term of Government.

“There’s a tight timeline given that the Dáil full term runs to no later than March next year,” she said.

“I’m determined to push forward on this and seek cooperation from all members of both houses so that when we have legislation ready it can be progressed through the Dáil and Seanad.

“I’ve heard some opposition members say they’re willing to cooperate on that so it can be fast-tracked, and I’d like to get it done before the end of this Government’s term.”

Minister Martin also praised Bambie Thug on their qualification for the Eurovision final.

“I’m delighted for them and I’m delighted we’re through to the final - it’s a nice bounce for the nation,” she said.

“Wouldn’t it be great if we won, I think Bambie Thug has a real chance at it and I wish them the very best.”

The Eurovision final is taking place in Malmö, Sweden this Saturday.
