Children's charity Barnardos says there are hundreds of families without suitable accommodation.
The comments come as the Children's Minister called on the local authority to help after a woman was forced to live in her car with three children.
Sabrina McMahon has been unable to find a home for her family because landlords won't accept her rent allowance.
