A military police investigation's underway into the alleged incident at the Curragh when the soldier was tied with cable ties and the shocks were administered through the wire from a field telephone.
It is claimed up to 30 other soldiers looked on and that camera phones were used to video it.
The Defence Minister says he's not happy after it emerged a soldier was tied up and barbed wire was used to give him electric shocks.
The victim told the Irish Examiner: “They took off my shoes and socks and put barbed wire around my two big toes. They then hooked that up to a field telephone which [when wound up] gave me the electric shocks.
“They shocked me three or four times. One individual then took the barbed wire off my two toes and put it to my chest and I got shocked again,” he said.
“They all thought it was a bit of a laugh.”
He described it as “a bad prank which went wrong”.
