The protestors hung banners from the balconies in the chamber and chanted slogans including "NO WAY - WE WON'T PAY".
The Lord Mayor of Cork, John Buttimer suspended the meeting after the protestors refused to leave the public gallery.
Gardai say that by 10pm, the protestors had left the building peacefully - and no arrests were made.
