Investigators working on breaking up the sale and supply of controlled drugs in Terenure and Rathmines were behind the operation.
The 2 men now being questioned are aged in their 20s and were arrested at the scene.
They are being held at Terenure and Rathmines Garda Stations under Section 2 of the Criminal Justice (Drug Trafficking) Act 1996.
