The Garda Representative Association (GRA) is considering industrial action, and says it will not re-enter talks on the Lansdowne Road Agreement. 

The GRA say a pay review was promised under the previous national deal - the Haddington Road Agreement.

However, that was never carried out.

Another key issue for gardaí is the demand that they work extra hours without payment.

Talks broke down yesterday between the Department of Justice and the GRA.

Ciarán O'Neill is president of the GRA.

He told Newstalk Breakfast they will not sign up to a new agreement, if they government do not honour their position on the old one.

"What we're looking for the government to do is to honour their commitment - you can't realistically expect us to sign up to a new agreement, when the government haven't honoured the last one", he said.

"We're asking the government...not to impose a pay freeze on our membership, because they have failed to honour the agreement under Haddington Road."

On the way forward, Mr O'Neill said: "No decision has been made in respect of any action."

But he says industrial action may be taken if changes are imposed on them.
