The details of a new water charges regime will be announced
The Cabinet will hold a special meeting to sign off on the plan at 7.30am and the Government's to include a number of 'compliance measures' to deal with those who refuse to pay.
Meanwhile, the Taoiseach has ruled out a referendum on stopping Irish Water from being privatised.
But Enda Kenny's confirmed that new laws are being prepared to make it clearer that Irish Water will never be sold.
Protesters in court
A number of water protesters are due before the High Court on Wednesday over claims they have breached an order not to interfere with the installation of meters.
GMC Sierra claims a number of protesters in North Dublin are in contempt of an order not to interfere, assault or intimidate workers installing water meters.
Last week, the High Court heard allegations a separate order providing a 20 metre exclusion zone around the works had also been breached.
Proceedings are being brought against a number of protesters.
At previous hearings demonstrators denied doing anything wrong and maintained that their protests were peaceful.
