The Taoiseach has told disgruntled gardaí the place to make their protest in a "rational" way is at the talks table.
Around 20 members of the Garda Representative Association (GRA) have mounted a protest outside the venue where unions and the government are trying to find agreement on cutting €1 billion from the pay bill.
The representative body withdrew from the talks at at early stage.
They say they plan further protests to highlight cuts to their members' pay.
The GRA says it wants to correct the false impression created by the government that its members opted out of the talks process.
The body says its executive was never allowed to negotiate on the proposed cuts.
"Cannot tolerate any more pay cuts"
Deputy General-Secretary John Healy says his members cannot take any more cuts.
"We have people that cannot pay their mortgages, that are behind in their mortgages, that are on interest-only payments and that have single and double figure net take-home pay a week before they purchase food or groceries or pay other bills" he said.
"They simply cannot tolerate any more pay cuts" he added.
Enda Kenny says there is still an opportunity for gardaí to negotiate with the government.
