The Taoiseach says the government will not accept a Fianna Fáil bill which would stop banks from having a veto in any insolvency arrangement.
Enda Kenny says the bill from Fianna Fáil is unconstitutional and that it can't be accepted.
He says the insolvency regime is working, but not enough people are engaging with it.
He says banks need to be more proactive in telling borrowers to go into the process if they're struggling:
