Details have emerged of some of the personal information that Irish Water will request from householders.
An 'allowances application form' will be sent out from October, in advance of charges being levied the following month.
The four-page document requests personal information including the name and address of the homeowner, that persons PPS number - as well as the PPS numbers of up to six children living at the property.
It will also ask questions about whether the householder is a homeowner or tenant.
People Before Profit Councillor Brid Smith told Newstalk Lunchtime that is going to intimidate struggling families.
She also says that the only option of the form is to pay by direct debit.
The first bills for water are due to be sent out in January.
Irish Water said they had no spokesperson available when contacted by Newstalk.
