The Master of the Rotunda Maternity Hospital says the Irish health service is relying on "imported" staff - who would not have gotten work here in the past.
Dr Sam Coulter Smith says Ireland is exporting its best nurses and doctors, who go on to be "stars" in other countries.
He says their replacements are getting trained up in Ireland and are then moving on to countries like Canada and Australia.
