The Govenrment is reported to have struck a deal with the Troika to "spin" how the Budget was presented to the public.
That's according to a secret memo, seen by The Sunday Business Post.
It says the "communications strategy" set out how the Budget would be sold as a 2.5 billion euro package of adjustments at home - while in Europe, it would be presented as 3.1 billion.
Ministers were told that the lesser figure was being complemented by savings made by the NTMA's temporary withdrawal from debt markets.
As part of the agreement, the Troika insisted that the Government stopped referring to savings from the promissory note deal as a way to ease Budgetary targets.
