The HSE's Service Plan for 2015 shows that there will be €115 million extra to spend - an increase of 1%.

Disability services will get an increase of €20 million - with €35 million being allocated to mental health services. €25 million will be spent on the roll-out of free GP care for children under 6 - with 12 million on over 70s free GP care.

The HSE plan also contains funding to cover the recruitment of more midwives and consultants in maternity services.

However, the Health Minister Leo Varadkar says there are many challenges still face the health sector.

Tony O’Brien, Director General with the HSE, spoke to Lunchtime with Jonathan Healy today about the HSE plans, recruitment and the impact on emergency departments.

Mr O'Brien stated: "There will always be people on trolleys in emergency departments, the issue is those that are staying on trolleys for too long after a decision that they need admitting to a hospital bed has been made.

"You will be on a trolley until a decision has been made, either to send you home or admit you. What I'm saying is that there is always going to be a number of people on trolleys awaiting that decision."

"The target is an eight hour experience time. We are not near to achieving that."
