Laws to ban landlords from increasing rent twice within two years have passed all stages in the Oireachtas.

The Residential Tenancies Bill also requires tenants to sign paperwork, confirming they are aware of their rights whenever their rent is increased.

It also brings housing associations under the remit of the state's rental regulator.

The bill is now set to go to President Higgins to be signed into law.
