After the Prime Time Investigates programme, the consensus is that Irish politics, especially local politics is irredeemably corrupt.
But is that a fair analysis? And if councillors aren’t corrupt, is that because they’ve had to have most of their powers removed because they proved incapable of using them responsibly?
