The longest-serving member of the Seanad has ruled out the idea of asking Senators to work for free.
David Norris says the idea of asking senators to work for free would mean only "aristocrats and millionaires" could serve in it.
The Seanad is setting aside two hours for debate this evening to consider how best it should be reformed.
Meanwhile the leader of the Seanad has urged his colleagues not to rush into reforming the chamber.
Maurice Cummins says Senators should get back to their work and make sure all voices are heard in reform.
Senator David Norris says members should react positively to the support of the public. But he also says discussions on the role of the Seanad should not descend into a question of pay.
