The Environment Minister says his plans to tackle rising rents will not be ready until the end of the year.
Labour this morning passed a motion at its national conference in Kerry that calls for laws to freeze rents for two years.
Dublin South-West Deputy Eamonn Maloney says such a move would help struggling families, and stop people being evicted and becoming homeless.
Minister Kelly says he will consider dealing with this in the near future. He says he also wants to look at other guarantees such as the length people can rent for.
However the minister is adamant that what he is planning to introduce is not rent control as he says that model has not worked.
