Questions are again being asked about how RTÉ is funded and how the licence fee is paid.
The State broadcaster broke even last year for the second year running.
It released its annual report for 2014, turning in a break-even performance - despite its public funding declining by €5m.
The report reveals that the RTÉ's various orchestras cost €11.56m in total, employing 209 people - while in contrast, 2fm has 54 employees.
There are five ensembles within orchestras, quartets and choirs: the RTÉ National Symphony Orchestra, RTÉ Concert Orchestra, the RTÉ Contempo Quartet, RTÉ Philharmonic Choir and RTÉ Cór na nÓg.
The broadcaster says the expenditure relates to all activities - including venue hire, national touring, insurance, copyright, transport, music rights, marketing and production costs.
However, the public broadcaster is calling for license fee reform - saying that Ireland has the lowest in Western Europe and evasion of the fee remains over 15%.
June Suiter is a political scientist at the DCU School of Communications.
"The problem is that we have a system which is completely inefficient", she told Newstalk Breakfast.
"While we have...about the highest cost of collection in Europe, we have about the lowest success rate".
"So it's a bit like Irish Water, I suppose, you've got all these leaks going on".
Ms Suiter told Newstalk Breakfast there has to be a debate about exactly what we want to keep.
