Micheál Martin is promising that the election manifesto of Fianna Fáil will be of more substance than what he calls Fine Gael's 'con job' five-point plan.

The opposition leader today hinted at his party's plans for the next general election at a meeting of Fianna Fáil councillors.

Mr Martin gave an opening address to the conference earlier this morning.

It is looking at tackling the issue of homelessness and water charges.

Other topics up for debate are the 1916 commemoration plans, primary care and the problems facing people with disabilities.

Mr Martin has already flagged health, childcare and employment as key focus points for the campaign.

But Mr Martin will not say when his manifesto will be revealed in full.

Micheál Martin also says the Tánaiste Joan Burton was wrong to slam Fianna Fáil for facilitating the Bank Guarantee.

At the Labour Party conference in Co Kerry last night, the Labour leader said that Fianna Fáil created the 'monster' that was the Bank Guarantee.

In September 2008 the then Minister for Finance Brian Lenihan, along with the Fianna Fáil and Green Party government, issued a guarantee for bank deposits.

Mr Martin says Joan Burton and the Labour Party were complicit with the guarantee once they came into Government:
