The Taoiseach says a decision will be made "in the next few weeks" on whether to extend the capping of water charges.
Currently, charging for all homes will be capped at the assessed rate for nine months.
Enda Kenny says the public must have "absolute confidence" in Irish Water if the system of water charges is to work.
Earlier the Tánaiste, Joan Burton, said the timetable for setting up Irish Water had been "too ambitious".

In the Dáil earlier, Joan Burton accused Fianna Fáil of not having costed their options on Irish Water at all, saying they would force a bill of €2.5bn on the taxpayer.
