The Foreign Affairs Minister Charlie Flanagan has expressed his condolences to the men's families.

It is believed a large concrete slab was being lifted off a delivery truck by a crane when it fell and crushed the workers.

The Department of Foreign Affairs say it is is aware of the case, and stands ready to provide consular assistance.

The apartment complex in question has dozens of workers on scaffolding.

Construction company Jaxon say all its sites will remain closed around the state of Western Australia, as a coroner's investigation has begun.

"Our heartfelt thoughts and condolences go out to the families, loved ones and colleagues of the two men involved in this tragic accident," the company said in a statement.

At the beginning of an appearance before the Oireachtas Foreign Affairs Committee, Minister Flanagan said he wanted to express condolences to the families of the dead men.

Laura Gartry is a reporter with ABC News.

She told Newstalk Lunchtime several people tried to help the trapped men.
