Evo Morales offers condolences to family of Michael Dwyer

The President of Bolivia has offered his condolences to the family of Michael Dwyer tonight. 

Members of the family of Dwyer, the Irishman killed by Bolivian secret forces, have met with members of President Evo Morales' office.

The entourage of President Morales', who is on a two-day state visit to Ireland, was asked to launch an independent inquiry into Mr Dwyer's death.

Michael's mother - Caroline Dwyer - says officials have agreed to support a fact finding mission:

The Tipperary man was shot dead during a raid on a hotel in Santa Cruz on the 16th April, 2009.

The Bolivian government claimed the 24-year-old had been part of an assassination squad conspiring to murder President Morales, always disputed by the Dwyer family.

The Bolivian public prosecutor who investigated Dwyer's killing said there was no evidence of a conspiracy, or that Michael had any criminal link to the case.

Bolivian authorities have so far failed to heed calls from Michael Dwyer's family - or from the Irish government - for an independent inquiry into his death.

Foreign Affairs Minister Charlie Flanagan earlier vowed to raise the case directly with the Bolivian President during his state visit to Ireland.

Speaking ahead of his meeting with President Morales, Minister Flanagan also said, "links between our two countries have grown in recent years – not least in the area of trade, which is increasing steadily, albeit from a low base.

"I am also conscious of the important role played by Bolivia on the global stage in areas such as climate change and sustainable development and I look forward to discussing these with the President," he added.

President Morales met President Micheal D Higgins at Áras an Uachtarán, discussing climate change, the role of indigenous people and the elimination of global poverty.

He will also visit a dairy processing plan and attend an event with the Bolivian community in Ireland during his trip, which is the first made by any Bolivian head of state.

Ireland is the final stop for President Morales, who has already visited France, Germany and Italy during his European programme.

Correction: An earlier article stated that the family of Michael Dwyer met with President Morales himself. This was not the case.
