The head of Roundtower Capital, a leading alternative funder of housebuilders, has claimed a “culture of silence” among developers over infrastructure bottlenecks. Developers refrain from criticising utility delays in housing developments for fears that they will be blacklisted, leading to further delays in generating housing.
