These are just some of the projects a modern, forward-looking Ireland should have produced on time and within budget in the past twenty years. But it did not.

Sinead O'Sullivan is an economist who studies complex institutions, and why they fail. And by any yardstick, Ireland is failing to deliver infrastructure and public services.
