Dublin is now one of the worst cities in the world to be a driver, with commuters spending almost 250 hours stuck in cars traveling at less than 10km per hour last year.   

Earlier this week we spoke to Brian Caulfield Professor in the School of Engineering at Trinity College Dublin said a congestion charge would work in Dublin, but maybe not just yet.  

So how has congestion charges worked elsewhere?  

Nicole Badstuber is a Researcher in Urban Transport Governance at the Centre for Transport Studies, University College London.

Nicole explained how and why the congestion charges have worked in London.
