The former Garda Ombudsman says it's 'open warfare' between civilians and officers in the force's senior ranks.
Conor Brady, who stepped down last week from the Policing Authority, wants an outsider to take over the Commissioner's job.
Noírín O'Sullivan's tenure was beset by a slew of scandals.
But Mr Brady told Pat Kenny that Gardaí are using their role in national security as a get out of jail card to to 'tell people nothing'.
